The project

The POWGEN (power generation) project aims at improving the labor inclusion opportunities of the migrant people and promote their professional growth in key areas for the sustainable future of society and contribute to the creation of more inclusive work environments.

From April 2024 to September 2026, Powgen will implement five local pilots in four European Union countries (Spain, Portugal, Germany, and Italy).

Objectives

POWGEN’s main objective is to increase the employability of migrant individuals through the creation of five local pilots in four European Union countries (Spain, Portugal, Germany, and Italy) focused on the renewable energy and energy rehabilitation sectors. The pilots are based on a training and job placement program that offers an intermediary service with companies in the sector.

Promote European intervention programs for labor inclusion of migrant individuals in the renewable energy sector.

Involve public administrations, insertion professionals, and construction and renewable energy companies in the design of a training program aimed at migrant individuals.

Increase the skills of professionals and organizations working with migrant people, promoting the exchange of practices and experiences in guidance, insertion, and job prospecting.

Improve the employability of between 150 and 250 migrant individuals including, at least, 20% women through the pilots.

Involve between 3 and 6 construction and renewable energy companies per pilot, ensuring work placements for at least 60% of trained individuals.

Create networks among entities to improve labor inclusion of migrant individuals in the energy rehabilitation and renewable energy sectors.

Advocate for policy changes at local and European levels to promote employment, recognition of qualifications, and inclusion of migrant individuals in the energy rehabilitation and renewable energy sectors.

Share results and increase awareness about the integration of migrant individuals into the labor market and highlight the positive effects of inclusive workplaces.

SPAIN

An NGO, designated a public service by the government, aimed at protecting the rights of people, as well as responding to the processes that generate situations of social exclusion.

ABD was born in the 1980s, when a group of professionals and volunteers came together to face the increase of drug use and AIDS. Today, ABD’s social action is transversal, addressing situations such as physical and cognitive dependency, lack of basic resources, gender-based violence, child abuse, elderly care, migration issues, discrimination based on gender, ethnicity or origin, among others.

ABD is developing more than 165 national and international programmes, assisting more than 102.410 people annually.

PORTUGAL

Founded in 2001, CRESCER is an NGO that seeks to engage with others by promoting health, risk reduction, and the inclusion of vulnerable individuals through community intervention projects. We impact approximately 2,000 people per year, including homeless individuals, people who use psychoactive substances, migrants, refugees, and asylum seekers.

Since 2019, we have viewed employability as a path to inclusion and have created five social businesses in the catering sector: É UM RESTAURANTE, É UMA MESA, É UMA ESPLANADA, É UM ALMOÇO (Ageas), and É UMA COPA (Cofidis). By offering certified training and on-the-job experience in our restaurants, CRESCER equips former homeless individuals with the skills and tools for successful integration into the labour market and community.

GERMANY

Pro Arbeit – Kreis Offenbach – (AöR) – Kommunales Jobcenter is a public institution and has been acting as a job center in the County of Offenbach (Hessia, Germany) since 2005. 

Our legal mandate is to support people in social emergencies. Main tasks are the provision of benefits to support the livelihood of beneficiaries and their integration into the labor market, so that they can make a living from their own resources. Our employer service offers holistic, customer-oriented support for companies in the regional employment market – with a comprehensive range of services for the placement of qualified applicants. In order to achieve our goals, around 410 motivated employees are standing by our citizens.

ITALY

Italian non-profit organization working to guarantee equal rights and opportunities for migrants, refugees and asylum seekers, and to promote Italy as a multicultural society.

CIDIS operates in central and southern Italy to achieve cultural diversity, equal opportunities for all and social cohesion, promoting intercultural dialogue and fighting prejudice, racism and xenophobia.

In order to reach this goal, CIDIS undertakes a series of different and complex initiatives throughout four regions of Italy (Umbria, Lazio, Campania and Calabria).

CIDIS works in close cooperation with migrant and third sector associations, business, trade unions, local, regional and central government bodies. CIDIS has built up an extensive and reliable network of European partners with whom co-operates in the implementation of international projects.

ITALY

Regione Campania exercises shared competences with the Italian central State on multiple key areas for the integration and inclusion of Third Country Nationals including health, labour, and education.

The Region is committed in designing public policies tailored on migrants’ needs and supports civil society organizations in providing cultural mediation, housing, legal and administrative services. Moreover, it keeps a proactive dialogue with municipalities, migrant-led organisations and other relevant stakeholders in the migration field.

EU

The Conference of Peripheral Maritime Regions (CPMR) represents more than 150 regional authorities from 24 countries across Europe and beyond. Organised in geographical commissions, the CPMR works to ensure that a balanced territorial development is at the heart of the European Union and its policies.

Regions are legitimate actors at European level, with competences and expertise in the CPMR’s core areas of work: cohesion policy, transport, maritime and fisheries, climate, energy, and migration.

The CPMR produces policy positions based on input from its member regions on the areas above, as well as numerous studies, analyses and technical papers to support them. It also participates in numerous EU projects on topics related to its policy priorities.
